   Empower can be used to recharge used wands and staves, or to increase the
casting level of full wands or staves. You cannot cast it on foreign quest
items. If you fail, you risk a massive wave of mana tearing your body, or,
if you have bad luck, also the wand or staff apart.

   Wands and staves containing spells you are familiar with are much easier
to reload or improve than those containing spells unknown to you.
