diplomacy

This command is used for handling diplomatic relations between other
clans.

Usage : diplomacy <clan> <clan>
        diplomacy <clan> <clan> <command>

To use this command you must specify your own clan first, of course
you must be a member of that clan.

diplomacy <own clan> <target clan>

This option display a summary of current relations with the target
clan.  All clan members use this option.

diplomacy <own clan> <target clan> <command>

This option is used to change the relationship your clan has with
another.  Only members with leadrank power may use this option.
There are 4 possible commands available :

-improve : This command offers to improve relations with the target
           clan.  You can only make such an offer if current relations
           are stable, ie another offer is not waiting to be accepted or
           declined.  Once you've made an offer you must wait for the
           target clan to respond.
-degrade : Use this to try and degrade clan relations, depends on the
           current relationship with the clan, you may need the approval
           of the other clan, eg you can use this to break an alliance
           without the approval of the other clan, but you cannot declare
           war without the target clan accept. 
-refuse  : When you have an offer from another clan, use this to refuse it.
-accept  : When you have an offer from another clan, use this to accept it.
